The Appraisal Review Board is a panel of local citizens, independent of the appraisal district, that hears and rules on property tax protests in Texas.
If your informal review doesn’t resolve things, you present your evidence to the ARB in a short hearing — usually 15 minutes. You show your comparable sales and requested value; the district presents its case; the ARB decides.
