Special Assessment

A special assessment is a charge levied on properties that benefit from a specific public improvement — new sidewalks, street lighting, or sewer lines — usually apportioned by frontage or lot, not by value.

It appears on your tax bill but is generally not reduced by a value appeal, because it isn’t value-based. Knowing the difference prevents you from appealing a line item that an assessment challenge can’t touch.
