Common Level Ratio (CLR)
A state-published ratio (notably Pennsylvania) that converts assessed value to current market value.
The Common Level Ratio is published annually and expresses the relationship between assessed values and market values in a county whose assessments may be years out of date. Pennsylvania relies on it heavily.
In an appeal you apply the CLR to your market-value evidence to derive the correct assessed value. If the county’s assessment exceeds market value times the CLR, you have a mathematical case for reduction.
